Over the past several decades, there has been a strong push by both local authorities and international partners to improve the effectiveness of health systems in developing countries. However, many national and international observers agree that the results of these numerous programs have not achieved their stated objectives. The state of health financing remains almost identical in all low income countries: lack of resources, inefficiency and weak financial protection of individuals against illness.
