L'émergence du développement local le cas de Bóly en Transdanubie méridionale

The emergence of local development: the case of Bóly in Southern Transdanubia. The subject of the study is an overall entity formed by a local society and its territory. The starting-point is the heart of the system, the municipality of Bóly, the seat of a certain number of economic and social institutions, and of facilities that make it a centre for services on the local level. The study examines the transformations of the frameworks of economic and social life and the changes in the structure of the territory that accompanied them during the course of the half-century that elapsed between the imposition of the collectivist system and its gradual disappearance in the 1990s. Since Hungary became integrated into the European programmes in 2004 a new conception of local development has established itself. The successful transition to the market economy is the result of collective learning processes based on a work ethic, know-how, and a spirit of free enterprise that owes much to the culture of the Swabian community that is well represented in the system of local actors. Efforts to adapt have been passed on and coordinated by the municipality of Bóly, which has constantly tried to achieve a closer integration of the mechanisms of production and institutional support. In spite of the lack of coherence in the politico-administrative reorganisation in Hungary, the local system has managed to adapt. Bóly has become the undisputed centre of micro-regional development. Put to the test of the European model, the local actors have been capable of mobilising their forces and giving proof of their dynamism.L'objet d'étude est une totalité formée par une société locale et son territoire. On part du cœur du système, la commune de Bóly, siège d'un certain nombre d'institutions économiques et sociales, et d'équipements qui en font un centre de services à l'échelle locale. On suit les transformations des cadres de la vie économique et sociale et les changements de structure du territoire qui les accompagnent au cours du demi-siècle qui va de l'imposition du système collectiviste jusqu'à sa sortie progressive dans les années 1990. À partir de l'entrée de la Hongrie dans la programmation européenne, en 2004, une nouvelle conception du développement local se met en place. Le passage réussi à l'économie de marché, repose sur des processus d'apprentissage collectif fondés sur une éthique du travail, des savoir-faire, un esprit d'entreprise qui doivent beaucoup à la culture de la communauté souabe bien représentée au sein du système d'acteurs locaux. Les efforts d'adaptation ont été relayés et coordonnés par la municipalité de Bóly qui n'a eu de cesse de rechercher une intégration plus étroite des mécanismes productifs et des soutiens institutionnels. En dépit des incohérences de la réorganisation politico-administrative, en Hongrie, le système local est parvenu à s'adapter. Bóly est devenu le pôle incontesté du développement micro-régional.
