Las maquiladores en Centroamérica. (Axe II, Symposium 6)

This paper has the objective to analyze the perspectives of the role that play the maquiladora (In bound industries) in Centroamérica as a lever of economic growth and social development in the region. After a brief historical review of the maquiladoras emergence en the Central America region, it is analyzed the context to underline the legal regime of temporal import and legal regime of managerial oriented free zone or fiscal precinct. Afterwards, it is analyzed the impacts that the maquiladoras have in the regional economic growth and employment generation under the variable of the Asian competence. After the discussion it is done the prospective to analyze the tendencies and finally it is offered in the recommendations several strategies, among which, springs up the promotion of the creation of maquiladoras tha go beyond to take advantage as a comparative advantage the cheap human power. The Centra America countries must design and implement strategies of diversification of maquiladora in industrial sectors that imply greater added value and technological innovation processes.Este trabajo tiene por objetivo analizar las perspectivas del papel que tienen las maquiladoras en Centroamérica como palanca del crecimiento económico y del desarrollo social de la región. Después de una breve revisión histórica de la emergencia de las maquiladoras en la región Centroamericana, se analiza su contexto para hacer énfasis en el régimen legal de importación temporal y como régimen legal de zona franca administrada o recinto fiscal. Posteriormente se analizan los impactos que tiene la industria maquiladora en el crecimiento económico regional y en la generación de empleo bajo la variable de la competencia asiática. Después de la discusión se hace la prospectiva para analizar las tendencias y finalmente se ofrecen en las recomendaciones varias estrategias, entre las cuales destaca la promoción de la creación de maquiladoras que vaya más allá de aprovechar como ventaja comparativa la mano de obra barata. Los países centroamericanos deben formular e implementar estrategias de diversificación de maquiladoras en ramas industriales que impliquen un mayor valor agregado y procesos de innovación tecnológica
