Vouloir et pouvoir : la capacité différentielle des groupes environnementaux français à adopter des stratégies multiniveaux d'influence

The will and the way : the French environmental groups differential capacity to adopt multilevel strategies National environmental groups involvement in European policy issues reflects the institutionalisation of the environmental problems as policies, including in the international arena. The paper will address the validity of several concepts developed in social movement literature, with the specific purpose to study collective action, its forms and determinants. Social movement scholars have discussed that the institutionalisation of the environmental problems as policy issues has had impacts on the modes of action and internal organisation of environmental groups. These groups, prompted to participate in public devices, are probably influenced both by the European Union (EU) and the international arena. However, even if the EU has played a considerable part in shaping member states' policy, the implementation of the political opportunity structure concept remains less than obvious concerning the European polity. The fact that some groups succeed in gaining resources at the EU level, whereas others fail motivates an approach which is per se non-deterministic. This perspective, inspired from the “actantiel schème” from Berthelot (1990), rehabilitates the action undertaken by groups as a determining factor of their capacity to play strategically in the fragmented European political system. This last hypothesis will lead us to compare several groups with varying degrees of involvement in European issues.L'activisme de groupes environnementaux nationaux sur des enjeux européens de politiques publiques coïncide avec l'institutionnalisation de l'environnement comme problème public et avec son traitement international. Cette communication discutera la validité des outils conceptuels utilisés dans la littérature des mouvements sociaux pour étudier l'action collective, ses formes et ses déterminants. L'institutionnalisation de l'enjeu environnement est un processus de long terme qui affecte les modes d'action et d'organisation interne des groupes. Ceux-ci sont toujours plus intégrés dans des dispositifs publics - comme l'ont montré les recherches sur les mouvements sociaux - et de ce fait probablement influencés par les niveaux communautaire et international. Bien que l'UE ait une importance considérable dans les politiques environnementales des Etats membres, il est difficile d'appliquer, autrement qu'en version atténuée, le concept de structure des opportunités politiques pour analyser les stratégies des ONG. Comme certains groupes environnementaux parviennent à retirer des ressources du niveau européen, alors que d'autres échouent, justifie une perspective alternative et non déterministe, qualifiée d'actantielle : celle-ci rétablit l'action des groupes comme un élément déterminant de leur capacité à jouer stratégiquement dans un espace politique européen fragmenté. Cette hypothèse motivera une comparaison de groupes au degré d'investissement variable sur les thématiques européennes et internationales
