Flood Risks Prevention Plan in the Ill Basin, reveals that Mulhouse (France) is nearly totally free from flooding. It appears to be the result of the building of a diversion canal between 1848 and 1903. If its aim was to enable urbanisation and industrial development of the “French Manchester”, the bypass canal transformed the city which was settled in a zone both swampy and liable to flooding in a place free from any flood risk, in theory.
