This report investigates the role of flood prevention cartography in France. It focuses on the effects of maps on a regulatory policy initiated in1994 and reinforced in 1995 by a national law, instituting guidelines for localised Flood Prevention Plans ("Plans de prévention des risques"). The field inquiry has been conducted in three areas (Bouches-du-Rhône, Oise Valley, Isère) which contrast geographically (floods, flash floods and mountain hazards) and administratively (state and non-state rivers).
