Le rôle de l'élevage ovin dans la construction du territoire de la Patagonie

Steppe at the end of the southern world, swept by the winds, made of contrasts, dramas, hopes and legends; Patagonia is also a territory where several groups of indians hunters lived in. In a few decades, between the end of 19th and the beginning of the 20th century, they were decimated to leave the place to the sheep breeders paid by wool companies. In less than one century, the sheep-farm-induced mismanagement of the grasslands would have been the main motor of the fast and irreversible degradation of the Patagonian ecosystems. However, the analysis of the agrarian history of Patagonia seems to show that the replacement of the guanaco by the sheep and the Tehuelche hunter by Basque shepherd is less the cause of this ecological catastrophe than the result of a process of colonization in which the public policies seem to have played an important role. To understand the past and present dynamics of this process may help to the development of prospective scenarios and thus with the management of the territorial development. From this point of view, the objective of this thesis is better to determine the roles and modes of intervention of the sheep farming in the colonization of Patagonia and the construction of its identity.Steppe du bout du monde austral, balayée par les vents, faite de contrastes, de drames, d'espoirs et de légendes, la Patagonie est aussi un territoire où vivaient plusieurs groupes d'indiens chasseurs. En quelques décennies, ils ont été décimés à cheval entre la fin du 19e et le début du 20e siècle, pour laisser la place aux éleveurs de moutons à la solde de compagnies lainières. En moins d'un siècle, l'adoption de pratiques d'élevage pastoral peu respectueuses de l'environnement aurait été le principal moteur de la dégradation rapide et irréversible des écosystèmes patagoniens. Or, l'analyse de l'histoire agraire de la Patagonie semble montrer que le remplacement du guanaco par le mouton et de l'indien tehuelche par le pasteur basque soit moins la cause de cette catastrophe écologique que le résultat d'un processus de colonisation au sein duquel les politiques publiques semblent avoir joué un rôle majeur. Comprendre les dynamiques passées et en cours aide à l'élaboration de scénarios prospectifs et donc à la gestion du développement territorial. Dans cette perspective, l'objectif de cette thèse est de mieux cerner les rôles et modes d'intervention de l'élevage ovin dans la colonisation de la Patagonie et dans la construction de son identité
