International audienceRecent developments in institutional theories attempt to overcome criticisms of neoinstitutionalism as discussed by DiMaggio and Powell in their seminal paper in 1983. We follow that same stream to propose a framework for reading the institutionalization of managerial innovations. We try to apply this framework of analysis to the French local government - considering their will to establish performance measurements - to highlight the insights such a framework can provide. We then try to emphasize all the tensions that result from the institutionalization process by focusing on the central role held by the actors involved.
