(Con)fusion dans l'Etat départemental : la mise en place des directions départementales des territoires (et de la mer)

(Con)fusion in the French Territorial State Administration: the establishment of Directorates for Territorial (and Sea) Administration of the French Departments (DDT(M)). In this article, the author studies the impact of REATE (Reform of the State's Territorial Administration) in the period that immediately followed its implementation at the level of the French Departments. The author mentions the problems identified by the managing staff of the DDT(M) as they grappled with "organisational engineering". For many members of the staff, the attitudes of the stakeholder ministers were directly responsible for the confusion as they resorted to various manoeuvering in order to maintain their power of action and governance in the new territorial map. The hybrid structures of the DDT(M)s had to deal with multiple strategies giving rise to tensions and contradictions, making it difficult to run the newly created local administrative entity.Cet article revient sur les premiers mois de mise en œuvre de la RéATE au niveau départemental. En prenant l'exemple des directions départementales des territoires et de la mer (DDTM), il montre que les difficultés pointées par les équipes de direction dans leur travail d'" ingénierie organisationnelle " sont pour beaucoup imputables à ce qui a été l'attitude des ministères partie prenante de la réforme et aux jeux auxquels ils se sont livrés pour préserver leur capacité d'action dans la gouvernance du nouvel Etat territorial. Structures hybrides, les DDTM ont été traversées par des stratégies multiples, génératrices de tensions et de contradictions, qui ont rendu difficile l'invention d'un nouveau modèle administratif local.
