La France et la Bessarabie roumaine de 1918 à 1920 : une reconnaissance difficile

International audienceFrance, the first continental power in the aftermath of World War I, took an active part in establishing the borders of Europe, and particularly those of East Central Europe, from which depended in part the configuration of the future anti-German system of reverses alliances. The many difficulties of boundary definitions were increased in the case of Bessarabia, where competed two potential allies, "white" Russia and Greater Romania. This explains the expectative French attitude before the diplomatic tensions inherent in the bessarabe question during the year 1919. After the collapse of the Whites, the problem was complicated by the fact that Romania was only part of a nascent French security system, whose most important element was Poland. Romania also had to wait until the end of the Russo-Polish conflict, before France should recognize the annexation of Bessarabia.La France, première puissance continentale au lendemain de la Première Guerre mondiale, prit une part active à l'établissement des frontières européennes, et singulièrement de celles d'Europe centre-orientale, dont dépendaient en partie la configuration de son futur système d'alliances de revers anti-allemand. Les difficultés multiples de définition des frontières se trouvèrent accrues, dans le cas de la Bessarabie, par la situation de concurrence entre deux alliés potentiels, la Russie -"blanche"-et la Roumanie. Cela explique l'attentisme français devant les tensions diplomatiques inhérentes à la question bessarabe durant l'année 1919. Avec l'écroulement des "Blancs", le problème se compliqua par le fait que la Roumanie n'était qu'une pièce d'un système français naissant, dont l'élément le plus important était la Pologne. La Roumanie dut donc attendre également la fin du conflit polono-russe, avant que la France reconnût le rattachement de la Bessarabie
