Les avatars de la ratification de la Convention bessarabe par la France, 1921-1924

International audienceAfter the difficult signature of a Convention recognizing the annexation of Bessarabia by Romania, the Romanian diplomacy began to press for its ratification. In 1921, the year of the settlement of the borders and of the alliances in Central Europe, France left Romania develop its bilateral negotiations with Russia without interfering. Their failure led Romania back to France in 1922, in order to take advantage of "the Rapallo effect" and obtain the ratification; this attempt got stuck in early spring 1923. But between March 1923 and March 1924, the Romanian diplomatic pressure and Poincaré's desire to take control of the Small Allies led to the ratification by the French Parliament. Thus ended an affair which referred to a fundamental choice of the security policy of France: who to choose between Russia and Central Europe? Two months after the ratification, with the victory of the Cartel des Gauches, the answer would not most probably had the same clarity.Après la difficile signature d'une convention reconnaissant l'annexion de la Bessarabie par la Roumanie, la diplomatie roumaine entreprit des pressions en faveur de sa ratification. En 1921, année de stabilisation des frontières et des alliances en Europe centrale, la France laissa la Roumanie développer ses négociations bilatérales avec la Russie sans s'immiscer. Leur échec amena la Roumanie à se retourner, en 1922, vers la France, pour profiter de "l'effet Rapallo" et obtenir la ratification; cette tentative s'enlisa au début du printemps 1923. Mais entre mars 1923 et mars 1924, la pression diplomatique roumaine et la volonté de Poincaré de reprendre en main les Petits Alliés aboutit à la ratification par le Parlement français de la Convention bessarabe. Ainsi prenait fin une affaire qui renvoyait à un des choix fondamentaux de la politique sécuritaire de la France : qui choisir, entre la Russie et l'Europe centrale ? Deux mois après la ratification, avec la victoire du Cartel des Gauches en France, la réponse n'aurait sans doute plus eu la même netteté
