International audienceAfter the difficult signature of a Convention recognizing the annexation of Bessarabia by Romania, the Romanian diplomacy began to press for its ratification. In 1921, the year of the settlement of the borders and of the alliances in Central Europe, France left Romania develop its bilateral negotiations with Russia without interfering. Their failure led Romania back to France in 1922, in order to take advantage of "the Rapallo effect" and obtain the ratification; this attempt got stuck in early spring 1923. But between March 1923 and March 1924, the Romanian diplomatic pressure and Poincaré's desire to take control of the Small Allies led to the ratification by the French Parliament.
