Lignages et pouvoirs locaux, L'indigénisation au Kirghizstan soviétique (années 1920-1930)

International audienceLineages and local power : The indigenization in Soviet Kyrgyzstan in the 1920s and 1930s Political apparatuses of cattle-rearing areas with a mostly Kyrgyz population were structured according to family ties -- a fact that did not escape the notice of either the Kyrgyz Autonomous Republic or the Soviet central power, which considered it a genuine hindrance to the construction of Soviet state and society. This phenomenon, which Soviet leaders utilized but nonetheless decried in official discourse, was inherited from the tsarist practice of co-opting traditional elites. Thus, when the Soviet government started assuming control of pastoral Central Asia, it was faced with the challenge of founding its authority on ideological adherence and ipso facto putting an end to colonial practices. Yet, the Bolsheviks owe to indigenization their successful introduction of Kyrgyz society into the organs of the young Soviet state. The introduction of political culture and practices based on the use of family connections had a direct impact on how power was installed and exercised at the region, district and village levels. The interactions between Soviet and native legitimacy criteria, the reciprocal instrumentalization of solidarities within family networks and the bestowal of functions by the new local organs laid the foundation of Kyrgyzstan's Sovietization process. At the same time, the sources used for the present study (state, party and oblast archives) show to what extent kinship-based networks were instrumental in the processes of surveillance and repression, and how, in the context of collectivization and the early stages of sedentarization, they suffered from the Stalin's Great TurnLa structuration des appareils politiques en fonction des relations de parenté dans les régions d'élevage à forte majorité kirghize était connue des autorités de la République autonome kirghize tout comme du pouvoir central soviétique et était pensée comme un véritable frein à la construction de l'État et de la société soviétique. Pourtant, à la faveur de l'indigénisation, la politique bolchevique a conduit à faire entrer la société kirghize dans les organes du jeune État soviétique. L'introduction d'une culture politique et de pratiques fondées sur l'usage de la parenté influença directement les modalités de mise en place et d'exercice du pouvoir dans les appareils de régions, de districts et de village. Les interactions entre les critères de légitimité soviétiques et autochtones, l'instrumentalisation réciproque des solidarités lignagères et des fonctions offertes par les nouveaux organes locaux ont été au fondement du processus de soviétisation de la Kirghizie.
