The Quadrature of the Hexagon : The End of the Political Territories ? For a long time, reforming the institutional territorial space remained a taboo. In 2008, the Attali report proposed a reform of the public space reveling ideological choices rooted in a fiscal and economic approach of space. Places were considered competitive production sites able to face global competition. These reform dynamics coexist with a sometimes hidden reality. For 30 years, the organization of the French territory has constantly been undergoing reforms : new plannig laws, decentralization, creation of new districts fragmenting public action guided by new priorities...The creation of metropolitan governments with their own fiscal resources has been the latest development of this territorial reorganization. The technical complexities ofthe French territorial organization, wrongly compared to a "mille-feuille", distract French citizens from the real debate about what links, responsibilities and solidarities persist to maintain a French idea of "geographic" citizenship.Réformer l'espace institutionnel territorial de la République demeura longtemps un tabou politique français. Les termes actuels proposant une réforme de l'espace public, initiés en 2008 par le rapport Attali, traduisent des choix idéologiques fondés sur une approche fiscaliste et économique de l'espace, lieu de production d'une compétitivité apte à résister à la globalisation des concurrences. Cette dynamique de la réforme cohabite avec une réalité parfois masquée à la compréhension de nouveaux enjeux territoriaux et politiques : depuis trente ans, l'appareil territorial français n'a cessé d'être réformé : par des grandes lois d'aménagement des territoires et de décentralisation, par l'invention de nombreux périmètres qui vont fragmenter l'action publique à travers de nouvelles logiques d'action. Le maillage intercommunal àfiscalité propre a finalisé cette recomposition dynamique. La technicité du dispositif territorial français, qualifié à tort de millefeuille, semble éloigner les citoyens d'un débat majeur sur les liens d'actions, de responsabilité et de solidarités qui définissent encore une citoyenneté géographique à la française
