Du campement au village : sédentarisation et transformations de l'aoul kazakh à la période soviétique

The word aul meant a nomadisation unit (basic social of Kazakh pastoralism) or the smaller administrative region in the Kazakh steppes in the Russian Empire then in Soviet Kazakhstan until 1932. After the experience of collectivisation and sedentarisation, aul became a Kazakh permanent place of settlement, located in pastoral regions. This paper examines patterns of this radical transformation, using various arguments. It argues about the effect of ideological principles developed by Kazakh Communist Party and connects them with the technological project of agriculture reorganisation within the framework of Soviet collectivisation. It demonstrates that choices made for reorganizing the settlement and the stock-breeding economy have their roots in the consequences of demographic and sanitary disaster caused by collectivisation measures in Kazakhstan. The project of transformation of pastoralism in the kolkhozian aul included several constituents: professionalisation of tasks, specialisation and technicisation. Collectivisation of property, intrinsic to Soviet modernisation, was balanced by the access to private livestock, while moving settlement remained in use to hold different functions. However, since that period, aul has been refering to a territorial reality and no more to a social unit. Its transformation marked the completion of the Soviet sedentarisation project.Le terme aoul évoquait une unité de nomadisation (cellule sociale de base dans le pastoralisme kazakh) ou la plus petite division administrative des steppes kazakhes dans l'Empire russe puis au Kazakhstan soviétique jusqu'en 1932. Après l'expérience de la collectivisation-sédentarisation, il devient un lieu de peuplement sédentaire kazakh situé dans une région d'élevage. Cet article examine les modalités de cette transformation radicale en convoquant divers arguments. Il interroge les effets des principes idéologiques formulés par le Parti Communiste kazakh et les met en relation avec le projet technicien de réorganisation de l'agriculture dans le cadre de la collectivisation des campagnes soviétiques. Il montre que les conséquences de la catastrophe démographique et sanitaire provoquée par les mesures de collectivisation au Kazakhstan sont à l'origine des choix opérés pour réorganiser le peuplement et l'économie d'élevage. Le projet de transformation du pastoralisme dans l'aoul kolkhozien comprenait en effet plusieurs volets : professionnalisation des tâches, spécialisation et technicisation. La collectivisation des biens, intrinsèque à la modernisation soviétique, était cependant pondérée par l'accès à un cheptel privé, tandis que l'habitat mobile se maintenait pour assurer différentes fonctions. L'aoul référait dès lors à une réalité territoriale et non plus à une cellule sociale et sa transformation marquait l'achèvement du projet soviétique de sédentarisation
