International audienceIn trying to bridge the gap of the digital divide, development aid intervenes financially in the global telecommunications market, injecting billions of dollars to finance the installation of undersea cables. Moreover in the name of digital solidarity, local authorities get involved in the empowerment and the funding and co-building of smaller projects about ICT equipment. The article points out the difficulties in synchronizing those two types of actions. This complicated dialogue is all the more necessary to allow Africa to build its network for the benefit of the greatest numbers.
