International audiencePublic policy evaluations constitute a current topic among practitioners and academics working on public action. However, beyond a mutual agreement on the principles of evaluation, there is hardly any stabilisation of evaluation doctrines and practices. Different models coexist, according to the country and the period. Basing our analysis on the evaluation of the French cluster policy in 2008, we highlight the main difficulties of the evaluation process, which are linked to the systemic, multi-actor and heterogeneous character of a "cluster".
