Tunisia in 2012: highs and lows of a never-ending transition By taking the leadership of a coalition government following the election of a National Constituent Assembly (NCA ) on October 23, 2011 , the Ennahdha Islamist party gradually brought down the institutions established during the first phase of the post- Ben Ali transition process. Relying on the electoral legitimacy of October 23, 2011, Ennahdha and its two "secular" allies, the Congress for the Republic (CPR ) and the Ettakatol party, began from scratch to rebuild the institutional foundations of the system created between January 14 and October 23, 2011, and which had formed the legal and institutional framework of the transition regime, in this way refusing to capitalize on the institutions' transitional experience. By acting in this manner, the governing party created a crisis of confidence between actors of the transitional process exacerbated by the deteriorating economic situation, the lack of a political agenda and Ennahdha's hegemonic tendencies with regard to its governing partners and institutions. Unable to achieve a draft constitution within one year, Ennahdha raised doubts among Tunisians already mistrustful of the Islamist party's political intentions.En prenant la tête d'un gouvernement de coalition au lendemain de l'élection d'une Assemblée nationale constituante (ANC), le 23 octobre 2011, le parti islamiste Ennahdha allait progressivement mettre à bas les institutions mises en place lors de la première de la phase du processus de transition post-Ben Ali. Se prévalant de la légitimité électorale du 23 octobre 2011, Ennahdha et ses deux alliés " laïcs " au sein de la Troïka, le Congrès pour la République (CPR) et le parti Ettakatol, ont entrepris de remettre à plat le dispositif créé par les instances qui avaient initié, entre le 14 janvier et le 23 octobre 2011, le cadre juridique et institutionnel de la transition. Ce faisant, en refusant de capitaliser sur l'expérience acquise par ces institutions, les gouvernants allaient créer les conditions d'une crise de confiance entre acteurs du processus transitionnel, alimentée par la détérioration de la situation économique, l'absence d'un agenda politique précis et la tentation d'Ennahdha d'exercer son hégémonie sur l'appareil d'État. Incapable de faire aboutir la rédaction de la constitution dans un délai d'un an, Ennahdha a instillé le doute sur ses réelles intentions politiques chez une partie des Tunisiens que la victoire du parti islamiste avait déjà mis en émoi
