Environmental indicators as contextual information for territorial actors.

In the last few decades, a great variety of indicators of sustainable development have been elaborated to feed models or assess strategies in form of macro-indexes or systems of indicators. But, Are the measures found in literature good references to be applied to lower territorial levels?
