Incitations financières et retour à l'emploi en Allemagne et en France

Financial innovations for jobseekers have resulted, in Germany and France, in the implementation of financial incentives to return to work. The financial incentives have taken the form of permanent incentives with the payment of grants to return to work and of financial aids to business creation. They also have taken the form of transitory incentives through the tax credit mechanism and through the diminution of the marginal tax rate applied to the measure of "labour income plus social allowances". The effects of the financial incentives on reintegration into the labour market remain ambiguous. Despite their rather positive impact on employment, they do not significantly increase the rate of return to work of the unemployed. In addition, they contribute to the development of low-wage jobs and do not always allow the recipients to go out of poverty.Les innovations financières en direction des demandeurs d'emploi se sont traduites, en Allemagne et en France, par la mise en place de mesures d'incitation financière à la reprise d'emploi. Ces incitations ont pris la forme d'incitations permanentes par le versement de primes au retour à l'emploi et d'aides à la création d'entreprise. Elles ont aussi pris la forme d'incitations transitoires via le crédit d'impôt et la réduction du taux marginal de prélèvement couplée au cumul entre allocations et revenus d'activité. Les effets des incitations financières sur la réintégration sur le marché du travail demeurent ambigus. Au-delà de leur impact plutôt positif sur l'emploi, elles n'augmentent pas significativement le taux de retour à l'emploi des chômeurs. De plus, elles contribuent au développement de l'emploi à bas salaire et ne permettent pas toujours aux allocataires de sortir de la pauvreté
