Un bilan amer pour l'Égypte : quarante ans de croissance rentière, au prix de la désagrégation sociale et de la dépendance extérieure

International audienceSince the mid 70’s, Egypt entered a new era, between economic liberalisation and diplomatic steamlining with the West. A first step, under the leadership of Anwar al Sadat, was the peace treaty with Israël and the so-called « infitah » (economic opening), linked with the boom of oil producing countries in the Arabic peninsula and Libya. This orientation, symbolized by the the critics against the Aswan High Dam, legacy of Nasser and the Egypt-Soviet friendship, boosted the urban growth of the country, the mass migration of the youth toward the wealthy neighbouring countries, and a political re-islamization, triggering an intense terrorist activity. After the assassination of Anwar al Sadat in October 1981, his successor Hosni Mubarak, follows the same policy. Surfing on a rentier prosperity, he reinforces the socio-spatial rift of the country, through his move to insert Egypt in the globalization process. Therefore, he focuses economic development out of the delta and the Valley, in new towns built in the desert, away from the countryside and the urban chaos of big metropolises, aswell as along the Suez canal and the Mediterranean and Red Sea shores. Faced with the growing resistance of the majority of the population, he maintains an authoritarian and repressive regime. On the 25 janvuary, 2011 bursts an upheaval of the urban youth which, with the support of the Army, ends up with the fall of the regime. But this democratic outcome will be shortlived, since the majority represented by the Muslim Brotherhood will prove unable to solve as expected the plagues of Egypt, poverty and unemployment. Under the guidance of General Abdelfattah al Sissi, the Army, being an economic as much as a military actor, swiftly took back the lead of the country. Egypt now seeks its salvation in a close alliance with its financial backers of the Gulf, which are concerned by an alarming regional context.Depuis le milieu des années 70, l’Égypte est entrée dans une voie nouvelle, entre libéralisation économique et alignement diplomatique sur l’Occident. Une première étape, sous le règne d’Anouar el Sadate, a été celle de la paix avec Israël et de l’infitah (ouverture économique) en phase avec l’essor des pays pétroliers voisins de la péninsule arabique et de la Libye. Cette orientation, symbolisée par le dénigrement du Haut Barrage d’Assouan, héritage de Nasser et de l’amitié égypto-soviétique, a favorisé l’urbanisation rapide du pays, l’émigration massive de la jeunesse vers les pays riches voisins, et une réislamisation politique conduisant à l’éclosion d’une intense activité terroriste. Après l’assassinat d’Anouar el Sadate en octobre 1981, la même politique est suivie par son successeur, Hosni Moubarak. Surfant sur une prospérité rentière, celui-ci accentue le clivage socio-spatial du pays, en tentant d’insérer l’Égypte dans la mondialisation. Il concentre ainsi le développement économique hors du delta et de la vallée, dans des villes nouvelles créées dans le désert, à l’écart des campagnes et du chaos urbain des grandes métropoles, ainsi que le long du canal de Suez et des rivages de la Méditerranée et de la mer Rouge. Face à la résistance croissante de la majorité de la population, il maintient parallèlement un régime autoritaire et répressif. Le 25 janvier 2011 éclate un soulèvement de la jeunesse urbaine qui obtient avec l’aide de l’armée la chute du régime. Mais l’avènement démocratique n’est qu’un intermède, la majorité issue des Frères Musulmans se révélant incapable d’apporter le remède attendu aux maux de l’Égypte, la pauvreté et le chômage. Sous la conduite du général Abdelffattah el Sissi, l’armée, acteur économique autant que militaire, a vite repris le contrôle des affaires du pays.
