Quand la prophétie se réalise : « The Welfare State in Crisis » de l'OCDE

National audienceAn OECD report, entitled The Welfare State in Crisis and published in 1981, is commonly used to signal the international groundswell against the « Welfare States » in that period. Far from considering this document as a record of the « reality » by an international and independent think tank concerning the evolution of Welfare States, this communication considers the making of that report that participated in (re)defining this « critical reality ». Based on original archives, the analysis focuses on the production of the report in the OECD bureaucratic field and on its reception in the field of international organizations. The intelligibility principles of the “crisis” of the Welfare State are then reexamined. more specifically, the paper puts the emphasis on the intelligibility principles promoted through the new statistical database on the “social costs”, and those delimited by the new macroeconomic and financial order stabilized at the OECD, IMF and G5-G7 at the end of the 1970s.Un rapport de l’OCDE, intitulé The Welfare State in Crisis et publié en 1981, sert aujourd'hui commodément à attester une lame de fond internationale frappant les « États-Providence » dans cette période. Loin de considérer ce document comme l'enregistrement par un centre d'expertise économique indépendant de la « réalité » de l'évolution de l’État social, cette communication souhaite le ressaisir en action comme un des pôles de définition de cette « réalité critique ». Sur la base d'archives originales, le regard porte sur son énonciation dans l'espace bureaucratique de l'OCDE et sur sa réception, sur l'instant, dans l'espace des organisations internationales. Sont étudiés les principes d’intelligibilité de la « crise » de l’État social, en particulier ceux que promeuvent les nouvelles statistiques portant sur les « dépenses sociales » et ceux que délimite le nouveau cadre macroéconomique et financier stabilisé à l'OCDE, au FMI et au G5-G7 depuis la fin des années 1970
