Entreprise nationale, transition énergétique et innovation territoriale en montagne française

International audienceThis text questions the socio-political conditions of the energy transition by studying the forms of its territorialisation in the French mountains. It is based upon a field research conducted with the help of EDF hydroelectric program “A river, a territory”. The goal is to provide keys to understand the restructuring of local energy systems using a tool, the multilevel analysis of public policies, in order to address three main questions. First, a historical approach which specifies what is really “transitional” in this program, second, a geographical approach that shows the conflict of spatiality carried by the implementation of local agencies, and third, a strategic reading of the real economic issues of the negotiation.La communication interroge les conditions socio-politiques de la transition énergétique en étudiant les formes de sa territorialisation dans la montagne française. Elle s’appuie sur le programme « Une rivière, un territoire » porté par la branche hydroélectricité d’EDF. L’objectif est de fournir des clés de lecture de la recomposition des systèmes énergétiques locaux en utilisant une grille d’analyse multiniveaux des politiques publiques et en développant trois perspectives : une approche historique qui précise – et tempère – le caractère « transitionnel » de cette démarche, une approche géographique qui montre les conflits de spatialités portés par l’implantation des agences locales et une lecture plus stratégique qui explicite les enjeux économiques de la négociation entre les acteurs publics institutionnels et le groupe énergétique
