La portée territoriale d'une infrastructure de réseau est-elle négociable ? L'achèvement d'une grande gare barcelonaise entre stratégies et stratagèmes

International audienceAt the present time, Spain is, politically, a disillusioned country, and, economically, a reco-vering but still weak entity. One of the main links between the institutional and urban aspects of this multifaceted crisis remains the completion of major projects inherited from the prosperous times and now stopped. Using the example of a major railway station, Barcelona La Sagrera, this article explores the territorial scope of network infrastructure and underlines the heterogeneous visions concerning the role of the station in the Euro-mediterranean networks at different scales. The article shows that a common definition of the station’s territoriality is crucial, but still impossible for two reasons. On the one hand, central Spanish State, Catalan Government and Barcelona leftist municipality compete together and use urban planning and transport policies more often as tools in their strate-gic relations than as responses to planning problems; on the other hand, the macroproject hardly adapts spatially and functionally in the metropolitan post-crisis context and seeks for a metropolitan scope, ever to invent.L’Espagne d’aujourd’hui est un pays fatigué par les querelles institutionnelles et affaibli par une longue dépression économique. Les aspects politiques et urbains de cette crise multiforme se nourrissent réciproquement à travers le difficile achèvement de macroprojets issus de la période de prospérité. Prenant appui sur le cas d’une grande gare barcelonaise, La Sagrera Alta Velocidad, l’article explore la portée territoriale de l’infrastructure de réseau en soulignant la diversité des référentiels scalaires qui justifient ce projet de gare à grande vitesse euroméditerranéenne. L’auteur montre qu’une définition de la portée territoriale de cette gare est indispensable pour finaliser le chantier, mais qu’elle est hors d’atteinte, et ce pour deux raisons. D’une part, des institutions concurrentes (État central espagnol, gouvernement catalan et nouvelle municipalité barcelonaise) gardent l’habitude d’une instrumentalisation des décisions d’urbanisme et de transport au bénéfice de purs rapports de pouvoir plutôt qu’en fonction d’enjeux d’aménagement. D’autre part, le macroprojet s’adapte difficilement, sur le plan spatial et fonctionnel, au contexte post-crise et reste orphelin d’un réel projet métropolitain
