Un nouvel espace d’interpellation démocratique : le comité consultatif de l’économie sociale et solidaire en Ille et Vilain

International audienceIn this chapter we present the Consultative Committee of the Social and Solidary Economy (Comité Consultatif de l’Economie Sociale et Solidaire in french) set up by the General council of Ille-et-Vilaine within the framework of its policy concerning participatory democracy. This device appears as an innovative initiative associating stakeholders to public policies concerning them. It is also a way for looking at a relevant articulation between participatory democracy and representative democracy. We first present the committee's operating procedures and the roles it can play in the context of departmental policies. We then wonder about the nature of the device and we consider it as a “multiperspectival form”, according to James Bohman’s terminology of. We argue that the focus on the strategic and instrumental aspects of participatory democracy devices should not lead to forget their role of political interpellation and their contribution to the design of public policies. Finally, we conclude on the structuring effects which can characterize such a device.Dans ce chapitre nous présentons le Comité Consultatif de l’Economie Sociale et Solidaire (CCESS) mis en place par le Conseil départemental d’Ille et Vilaine dans le cadre de sa politique en matière de démocratie participative. Ce dispositif apparaît comme une initiative innovante d’association de parties prenantes à des politiques publiques les concernant. Il s’agit ainsi de rechercher une articulation pertinente entre démocratie participative et démocratie représentative. Nous présentons tout d’abord les modalités de fonctionnement du comité et les rôles qu’il peut jouer dans le cadre des politiques départementales. Nous nous interrogeons ensuite sur la nature du dispositif et nous l’envisageons comme une « forme à perspectives multiples », en reprenant la terminologie de James Bohman. Nous soutenons ainsi que la focalisation sur les aspects stratégiques et instrumentaux des dispositifs de démocratie participative ne doit pas faire oublier leur rôle d’interpellation du politique et de contribution à la conception des politiques publiques.
