Problems connected with limiting public assistance and the necessity of seeking sources of external financing of development at the local level have become particularly important since the time the administrative system and principles of financing its activity changed. Involvement of non-governmental organisations in implementing public tasks grows despite a marked trend of reducing financial means for their activity. There is also observed a more active involvement of the non-governmental sector, which is expressed, for example, in strengthening its structure or looking for new integration forms.
