Private military firms have seen a rapid increase in use over the last several decades from a relatively small, but influential, actor in international relations to a multi-billion dollar a year industry. My study is a focused comparison of three cases which include Sierra Leone, Croatia, and Iraq. The outcome of this focused comparison study are context-dependent generalizations that address the question of how the United States should initiate policy toward the private military industry
