Reviving small community businesses by micro hydropower in farming villages: Case study of Kirakukan, a store in Takaze, a local farming village

This study’s purpose is to clarify the possibility of the profitably and sustainably running community businesses by using micro hydropower in farming villages. Ageing has led to a sharp decrease of the farming population and areas of abandoned fields are steadily increasing in rural districts. In addition, the young have been leaving and companies have pulled out of such areas, leading to a decline of rural communities. These facts can be observed in Takaze, a rural area in Kagoshima Prefecture, in which the number of shops has decreased and the elderly inhabitants there who may be limited in their movement have difficulty shopping. In this context and in corporation with Kirakukan, a store selling local products in Takaze I carried out a project to deliver many types of food especially for old people and to confirm their safety. In order to deliver for free, we used an electric vehicle charged through a micro hydropower generator we set up in the area. As a result, excluding elderly people living alone, firms, public offices, usual families and so on accounted for 84% of sales. As solitary old people need this business most and the rest of the community largely support the sales of this business, it can be explained that this business model is a system where the strong indirectly support the weak. On the other hand, there remains the problem that the cost of setting up the generator etc. leads to the fact that this model is not profitable, but it will be able to meet social demands.本論文の目的は，マイクロ水力発電を利用し農村コミュニティビジネスの持続的経営の可能性を明らかにすることである。農山村地域は，高齢化により農業の担い手が減少し耕作放棄地が増えている。また若者の流失によって過疎化がすすみ，商業施設の撤廃などコミュニティが停滞しつつある。鹿児島県霧島市溝辺町竹子（たかぜ）地域も人口の減少で生活圏の変化が起きている。商店が減少し普段の生活が困難となり高齢者が不便を感じている。そこで買い物弱者を支援することを企画し買い物弱者プロジェクトを実施した。農村コミュニティビジネスとして地域で運営している農産物直売店「きらく館」の野菜・弁当・惣菜・豆腐などを宅配し安否確認を兼ねた巡回サービスとなる。無料で宅配するために，小型電気自動車を活用し，その電気エネルギーは地域内に設置したマイクロ水力発電により充電し配達燃料コストを抑えた。支援プロジェクトは2013年10月１日から実施中で，本論文は，2014年６月30日までの９ヵ月間を集計した。配達先を分類すると，二人世帯以上の一般世帯，役場，法人企業，地域団体，イベント用など独居世帯以外の注文が84.1％を占めた。結果として独居世帯以外の売上増収分で買い物弱者への配達を支えた。言わば地域の需要を満たし て独居世帯への宅配を無理なく継続させるコミュニティビジネスの運営に近づいたと言える。マイクロ水力発電の設置費を含めると利益の追求は厳しいが社会的な要求に応えるかたちで続けられる研究となった
