A Fishermen's Cooperative Association is ordinarily the subject of common fishery right. The members of the Cooperative Association who have the qualification prescribed in the Exercise Regulation for Fishery Right, shall have the right of operating fisheries within the scope of the common fishery right owned by the Cooperative Association. It has not been clear which of the Cooperative Association and the members shall be compensated for the loss caused by the lapse of the common fishery right.
