Abstract In this book, a theoretical approach for the examination of planning practices from the pragmatist viewpoint is developed. The relationship between planning activity and representations produced within it is seen as paradoxical, having a tendency to gain pathological aspects in local governments. In pathological planning, inappropriate and counterproductive references to planning problems, opportunities and goals are unintentionally made. It is contradictory activity developed into a routine. This approach enables one to reveal contradictions and inconsistencies in planning practices that apply the Finnish Land-use and Building Code.
