Risk assessment is a prerequisite for flood risk management. Practically, most of the decision making requires that the risks and costs of all risk mitigation options are evaluated in quantified terms. Therefore, a quantitative assessment of possible flood loss is very important, especially for emergency planning and pre-disaster preparedness.
