To explore Shanxi's energy conservation two general models, namely the industrial structure evolution-energy consumption relating model and industrial structure evolution-GDP energy intensity relating model are constructed. The analyzing results are salutary. First, the coefficient of industrial structure evolution-energy consumption is high, but that of the industrial structure evolution-GDP energy intensity is low. Secondly, it is necessary to change the industrial structure of Shanxi because high energy intensity is mainly caused by heavy industries.
