Background: The Affordable Care Act (ACA) established the Hospital Readmissions Reduction Program in which hospitals receive up to a 1% reimbursement penalty for excessive 30-day readmission rates in acute myocardial infarctions (AMI), heart failure (HF), and pneumonia (PN).
