This dissertation reports a study of illiteracy rate that, still today, reaches a significant parto f Brazilian people, especially, the poorer ones who live in the country. Therefore, it intends to discuss the ways in which the Federal University of Para (UFPA) with Projeto Alfabetização Cidadã na Transamazônica (PACT), an instrument of public policy based on education in the country, contribute, in which ways and measure, to policy emancipation and overcoming of illiteracy rate in the country of the west region of Pará.
