This study was designed to further the ability of environmental justice groups, academics, regulated industries, and state, tribal and local governments to understand how to effectively bring environmental justice considerations to the attention of environmental permitting authorities. For many years environmental permits have not taken into account the public's concerns about impacts on near-by residents and neighborhoods from disproportionate exposures to environmental harms and public health risks caused by industrial facilities
