This frankly personal account is based on my involvement in negotiations, design, and development for international bibliographic systems to support three different missions: fostering the peaceful uses of atomic energy (International Nuclear Information System, or INIS); supporting research, development, and better practices in agriculture (International Information System for the Agricultural Sciences and Technology, or AGRIS); and improving economic and social conditions in poorer countries (Development Sciences Information System, or DEVSIS).
