With the issuance of the Decommissioning Rule (July 27, 1988), nuclear power plant licensees are required to submit to the U.S. Regulatory Commission (NRC) for review, decommissioning plans and cost estimates. This user`s manual and the accompanying Cost Estimating Computer Program (CECP) software provide a cost-calculating methodology to the NRC staff that will assist them in assessing the adequacy of the licensee submittals. The CECP, designed to be used on a personal computer, provides estimates for the cost of decommissioning BWR power stations to the point of license termination. Such cost estimates include component, piping, and equipment removal costs; packaging costs; decontamination costs; transportation costs; burial costs; and manpower costs.
