The Northwest Power Planning Council completed its ``Strategy for Salmon'' in 1992. This is a plan, composed of four specific elements,designed to double the present production of 2.5 million salmon in the Columbia River watershed. These elements have been called the ``four H's'': (1) improve harvest management; (2) improve hatcheries and their production practices; (3) improve survival at hydroelectric dams; and (4) improve and protect fish habitat. The Asotin Creek Model Watershed Plan is the first to be developed in Washington State which is specifically concerned with habitat protection and restoration for salmon and trout.
