On January 1, 1992, the US Department of Energy (DOE), the US Environmental Protection Agency (EPA) Region IV, and the Tennessee Department of Environment and Conservation (TDEC) signed a Federal Facility Agreement (FFA) concerning the Oak Ridge Reservation. The FFA requires that inactive liquid low-level (radioactive) waste (LLLW) tanks at Oak Ridge National Laboratory (ORNL) be remediated in accordance with requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).
