A ``fast`` beam position monitor capable of measuring the position of a circulating bunch in the VUV electron storage ring is presently under development. This monitor will collect data at a rate of about 6 {times} 10{sup 6} measurements/sec per channel. We describe the design and operation of the monitor and the processing of the acquired data
