In the past, safety and relief valves installed in the primary coolant system of light water reactors have performed improperly. As a result, the authors of NUREG-0578 (TMI-2 Lessons Learned Task Force Status Report and Short-Term Recommendations) and, subsequently, NUREG-0737 (Clarification of TMI Action Plan Requirements) recommended development and completion of programs to do two things. First, they should reevaluate the functional performance capabilities of pressurized water reactor safety, relief, and block valves.
