The Western Area Power Administration (Western) was founded by the Department of Energy Organization Act of 1977 to market and transmit federal hydroelectric power in 15 western states outside the Pacific Northwest, which is served by the Bonneville Power Administration. Western is divided into four independent Customer Service Regions including the Sierra Nevada Region (Sierra Nevada), the focus of this report. The Central Valley Project (CVP) and the Washoe Project provide the primary power resources marketed by Sierra Nevada. Sierra Nevada also purchases and markets power generated by the Bonneville Power Administration, Pacific Gas and Electric (PG&E), and various power pools.
