In response to directives in Section 407 of the Energy Policy Act of 1992 (EPACT), the Energy Information Administration (EIA) developed a data collection program designed to provide information useful to persons interested in the alternative fuels market. The target audience includes those seeking to manufacture, convert, sell, own, or operate alternative-fuel vehicles (AFVs) or alternative fueling facilities. Among the various projects EIA conducted as part of this data collection program were two fleet surveys conducted in Department of Energy-designated Clean Cities.
