Domestic transportation fuels are derived primarily from petroleum and account for about two-thirds of the petroleum consumption in the United States. In 1994, more than 40% of our petroleum was imported. That percentage is likely to increase, as the Middle East has about 75% of the world`s oil reserves, but the United States has only about 5%. Because we rely so heavily on oil (and because we currently have no suitable substitutes for petroleum-based transportation fuels), we are strategically and economically vulnerable to disruptions in the fuel supply.
