The US Department of Energy (DOE) proposes to conduct a program to characterize groundwater at the Nevada Test Site (NTS), Nye County, Nevada, in accordance with a 1987 DOE memorandum stating that all past, present, and future nuclear test sites would be treated as Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites (Memorandum from Bruce Green, Weapons Design and Testing Division, June 6, 1987).
