The possibility of subsurface imaging using SAR technology has generated a considerable amount of interest in recent years. One requirement for the successful development of a subsurface imagin system is an understanding of how the soil affects the signal. In response to a need for an electromagnetic characterization of the soil properties, the Radar/Antenna department has developed a measurement system which determines the soils complex electric permittivity and magnetic permeability at UHF frequencies.
