This paper summarizes the development and initial implementation of a Quality Assurance (QA) Program for technical activities associated with assessing compliance of an existing DOE nuclear waste site with applicable environmental regulations. The requirements for establishing the QA program are defined, along with the approach and emphasis used to develop the program. The structure of the program and the various levels of QA plans and procedures are briefly discussed. Initial implementation efforts are summarized.
