On September 15, 1994, EPA promulgated a Final Rule revising 40 CFR Part 300: the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). NCP establishes a national response system for responding to discharges of oil and releases of hazardous substances. Figures illustrate the roles of the national response system.
