The financial circumstances of Japan\u27s private universities are worsening yearly as the universities face the problem of not having enough students to fill places. In 1992, the 18-year-old population peaked at 2.05 million and then rapidly began to decline. In 2004, there were 1.40 million 18-year-olds. However, the number of universities has continued to rise meaning that around one in four private universities were in the red in fiscal 2003.
