The paper compares the relative levels of total and per capita public expenditures in the four UK territories of England, Northern Ireland, Scotland and Wales between 1985/86 and 2000/01. It finds that the nature of convergence of per capita territorial public expenditures appears to contrast with the convergence of per capita comparable expenditures resulting from operation of the Barnett Formula.
