In recent years, the question of what determines compliance withinternational regulatory agreements has gained an increasingly prominentposition on the research agenda through a burgeoning literature oninternational regime effectiveness and international legal systems. Thecontemporary debate is framed in terms of two alternative perspectiveson compliance: enforcement or management. The two perspectives presentcontending claims about the most effective means of addressingnon-compliance in international cooperation. Whereas enforcementtheorists characteristically stress a coercive strategy of monitoringand sanctions, management theorists embrace a problem-solving approachbased on capacity building, rule interpretation, and transparency.
